It's prob because of previous deleted posts but it's marked as the 23,155th post by the database.

If you hover over say the "report post" icon at the bottom right of each post the url you can see refers to the posts entry in the database.
p=[unique post number]
The number quoted at the bottom of the index page takes deleted (and hidden if set to) posts into account.
