No it's not. That's like saying Gears of War is an Unreal Tourament 3 mod, or that The Witcher is a Neverwinter Nights 2 mod. It's not, they just use the same engine. The engine isn't the be-all and end-all of a game. There is a strong hint of Oblivion in it though, or maybe a strong hint of Bethsoft in both. But to my mind it actually works better than Oblivion, which seemed quite cold and impersonal (as did Morrowind). This does too but it suits the setting more
*Edit : Nice to see the Havok Physics Engine, which is also in the HL2 engine, is here as well. They're a company based across the road from where I used to work in the Digital Hub in Dublin. Nice so see them do so well, I was chuffed when Havok popped onto my screen the first time I loaded it.
