Yeah they are still too strong: 2 scouts still kill you, a Scout and a Pyro combined still kill you etc.. so 'annoying machine' perfectly describes them.

I'd hope that any 2 v 1 battle would end in the 2 gaining the victory. Surely the balance would be upset if the 1 came trumps everytime!?
