People have had success with freezing broken HDDs. Depends on what the broken part is.
Double zip-lock bag the drive and stick it in a freezer overnight. Take it out and IMMEDIATELY connect it to a PC to try and transfer anything you can access from the drive to somewhere else. Once it warms back up you'll loose the use of it again so work fast.
Try to use a SATA connection if you can as it'll go a lot faster that way. You can connect a SATA drive to an already turned on PC so you can have it booted up first to save time. If the PC doesn't register it when you hook it up try the add new hardware search to tell win to locate it. An external SATA connection (eSATA) is ideal. If not just work with the tower open. Make sure to get the connections you will need to use in reach before you boot up so you don't go touching its delicate innards when it's running.
May or may not help but worth a shot if nothing else has.
