Counterstrike: S has several maps with civilian classes like hunted (get to the safe zone etc...) those stats dont feature on hlstatsx etc..

there's different ways you could do it...
3 points per Umbrella Kill
5 points for reaching the escape zone
plus maybe a "smart" point system that gives you points based on how close to escaping you actually got
besides the point problem a civilian would be the easiest class to introduce because there is not much to balance.

In that case you'd have to make Hunted into a command point map a la dustbowl to generate enough points to be even worthy of anything.
Random civilian each round not many points.
most servers play a map for 30 minutes unless dedicated... all other characters can play each map... imagine a civilian on hall of death
