How is it possible to change that when you can`t even see the options or anything ingame as you see on 1 of the pictures...

if its possible to change that outside the game i would realy like to know how

It's a file you place in the tf/cfg folder which automatically runs any commands inside it on start up.

for your friend, i would try

r_rootlod 0
mat_dxlevel 80 //(best possible options, 80, 90, 95)
mat_forceaniso 2
mat_antialias 2 //(or 0)
mat_vsync 0

Those are all fairly low end commands

(Bear in mind CS:S isnt anywhere near as graphic intensive as TF2)

his computer can run Just Cause 2 so TF2 is no problem
and he have been playing on festers. (joining thru me)
