Server update 9.06.09

Servers have been updated. Seems there were a few overnight changes. Mainly to the heavy model. The servers have also had a metamod and sourcemod update too. A few other things have been checked, rtv has been turned on on the karaoke server and team auto balance issue has been corrected.
