what should i do if i am fairly certain that someone is using one? considering that they kill a shit load of people and when spectated the crosshairs jump from enemy to enemy when ever the person attacks

Warn one of the admins or regulars.
Name the person, if the person comes back,
it will be iditenified, if he or she doesn't,
no problem.

hmmm im in EST and it was between 11:30 and 1:30 he was only connected for 2 maps. ill know the name when i see it
