When you think about it, you need both.
Sex isn't as fun without teasing, but teasing on its own isn't that great.
Cleavage won't look as good without nice breasts (and certain clothes), but naked breasts aren't as fun to look at if you didn't get to see the cleavage/bra/whatever first.
